Texas Man Arrested After Deputies Find Starving Dog Chained to Tree Without Food or Water – Just Skin & Bones

Texas Man Cesar DeJesus DeHoyos, 36, of San Antonio, was arrested Sunday after Bexar County deputies found a malnourished dog chained to a tree on his property.

Deputies responded to an animal abuse call on Sunday about a dog chained up outside without any food or water. The house was off Thoreaus Way near Montgomery Drive in Northeast Bexar County.

Upon arrival, deputies found the dog tied up with a heavy tow chain wrapped around the tree and gave the dog only about 2 feet of slack.

Sheriff Javier Salazar said he was sent a photo of the dog, who he said was “skin and bones and tied up to an old dead tree.”

Deputies contacted DeHoyos, who was at SeaWorld with his family then. Once he returned home, DeHoyos was taken into custody.

The dog was rescued and taken to a local animal hospital. No word on the dog’s condition currently.

Several other dogs were in the yard, including a puppy that investigators say was also severely malnourished. According to Sheriff Salazar, a breeding pair of German Shepherds were found on the property in excellent health.

“It was clear to us that the suspect was making a concerted effort to starve this other dog that was only 30 yards away from these perfectly healthy pair of German Shepherds,” said Sheriff Salazar.

The Sheriff’s Office had all the animals removed from the home and taken to county animal control.

DeHoyos was transported to the Bexar County jail, charged with cruelty to non-livestock animals, a third-degree felony, and held on a $40,000 bond. DeHoyos was later released after posting said bond.
