Kamala Vows to End Filibuster, Federalize Abortion
Vice President Kamala Harris says she will work to eliminate the Senate’s filibuster rule if elected in November to codify national abortion protections.
During Tuesday’s Wisconsin Public Radio interview, Harris vowed to end the 60-vote requirement. If she is successful, the rule change could have wide-ranging consequences, potentially allowing Democrats to federalize abortion, pack the Supreme Court, or pass Green New Deal legislation.
“I think we should eliminate the filibuster for Roe,” Harris said on WPR. “And get us to the point where 51 votes would be what we need to actually put back in law the protections for reproductive freedom and for the ability of every person and every woman to make decisions about their own body and not have their government tell them what to do.”
Since the overturning of Roe v. Wade in 2022, Harris has repeatedly called for federal abortion protections. After launching her Presidential bid, Harris made it a key campaign theme. During her September debate against Donald Trump, Harris declined to support any clear limits on abortion.

Soon after her interview aired, Senator Joe Manchin (I-WV), a former Democrat, announced that he would not endorse Harris in light of her demands. “Shame on her,” Manchin told a CNN reporter.
“She knows the filibuster is the Holy Grail of democracy. It’s the only thing that keeps us talking and working together. If she gets rid of that, then this would be the House on steroids.”
Just last week, CNN also reported that Manchin was preparing to back Harris for President. “Oh, I could see that, yes,” Manchin said when asked if he would issue an endorsement before November.
However, with Harris publicly supporting an end to the filibuster, the Senate moderate and ex-Democrat is pulling back.
“That ain’t going to happen,” he said. “I think that basically can destroy our country, and my country is more important to me than any one person or any one person’s ideology. … I think it’s the most horrible thing.”

Tuesday was not the first occasion that Harris called to end the filibuster. During her 2020 Presidential campaign, Harris said she supported gutting the filibuster to pass Green New Deal legislation.
In September 2022, Harris again alluded to changing the Senate rules to codify abortion protections, among other proposals.
“With just two more seats in the Senate, we can codify Roe v. Wade, we can put the protections of Roe in law,” Harris said. “With two more seats in the United States Senate, we can pass the Freedom to Vote Act and the John Lewis Voting Rights Act. Two more seats.”
“You know, our President, Joe Biden, he’s been clear. He’s kinda done with those archaic Senate rules that are standing in the way of those two issues,” Harris said leading up to the 2022 elections. “He’s made that clear and has said that he will not allow that to obstruct those two issues. And, you know, for me, as vice president, I’m also president of the Senate.… I cannot wait to cast the deciding vote to break the filibuster on voting rights and reproductive rights. I cannot wait! Fifty-nine days.”
