Health Care District Board Elects New Officers

West Palm Beach, FL – The Health Care District of Palm Beach County’s board elected three new officers at its September 30th meeting: Patrick Rooney, Jr. as chair, Tammy Jackson-Moore as vice chair and Tracy Caruso as secretary. Rooney succeeds Carlos Vidueira, who served as chair for the past three years and will continue his service as a member of the board.

Rooney, appointed to the board by Florida Gov. Ron DeSantis in 2022, most recently served as vice chair. He is president of the Palm Beach Kennel Club and a former member of the Florida House of Representatives (2010–2016). Prior to that, he served on the South Florida Water Management District Board (2007–2010). He currently serves as vice president of the Autism Project of Palm Beach County, co-chair of Rooney’s Golf Foundation, and president of Potentia Academy in Greenacres.

Jackson-Moore, appointed by the County Commission in 2019 and reappointed in 2023, represents the rural Glades communities and has vast experience working in various government roles. She is the co-founder of Guardian of the Glades and previously served as board secretary.

Caruso, appointed by Gov. DeSantis in 2022 and reappointed in 2025, is president and owner of Delray Beach Executive Suites. In addition to her entrepreneurship, she is also editor at large for the publication, Florida Jolt. Caruso is dedicated to community service and mentorship initiatives that promote education, empowerment and opportunity.

The other members of the Board of Commissioners include Jyothi Gunta, MD, MPH, Director of the Florida Department of Health for Palm Beach County, Cathleen Ward, West Palm Beach City Commissioner, and Albert Borroto.
