Texas Man Impersonates Cop Again – Arrested Stalking Teenage Girls

Texas Man Dallas Foy Browning, 26, of Athens, was arrested Tuesday after he was caught impersonating a police officer and was spotted stalking high school girls for a few days.

Browning is fixated on law enforcement, as he was previously arrested for impersonating a police officer back in 2017.

According to the arrest affidavit, Browning approached Henderson County Sheriff Botie Hillhouse at the Henderson County Livestock Show on March 22, identified himself as a police officer, and told Hillhouse he had seen a jail trustee “place some tobacco in his pants.”

The affidavit said Hillhouse also saw Browning tell a detention officer that he was a police officer and worked the nightshift for the Winnsboro Police Department.

“Browning also asked [Hillhouse] if he could do a ride along with deputies, and if he applied with the Henderson County Sheriff’s Office, would he be able to carry his personal firearm,” the affidavit said.

Browning also reportedly told a Henderson County deputy that he had been shot in the line of duty during a traffic stop while working as a police officer.

According to the affidavit, Sheriff Hillhouse was approached by a LaPoynor school teacher the next day who said a man “had been following female high school students for the past couple of days.”

When the teacher showed Hillhouse a picture of the man following them, he recognized him as Browning.

When later asked for his department credentials, Browning told officials, “He did not have them on him.” According to the affidavit, a records search discovered Browning did not have a peace officer license in Texas.

Browning was transported to the Henderson County jail, where his bond was $100,000.

This isn’t Browning’s first rodeo, though. In 2017, A Kaufman County grand jury returned an indictment of impersonating a Terrell Police Department undercover officer for Browning.

20-year-old Dallas Foy Browning of Royse City, Texas, was arrested by the Royse City Police Department on the Terrell Police Department charge of impersonating a public servant.

“Terrell police first became aware of the offense last week when a homeless man reported contact days prior,” stated Terrell Police Department spokesperson A.D. Sansom. “He was stopped while walking by [Browning], who was operating a vehicle. The vehicle, later determined to be a rental vehicle, displayed red and blue lights to the front at the stop.”

Sansom says Browning verbally identified himself, to the homeless man, as an undercover officer with the Terrell Police Department.

“At the time of the offense, the victim didn’t think it odd, and the suspect was helpful, even gave him a ride to a restaurant where again he verbally stated his ‘police officer’ employment status to the manager of the establishment,” he said. “In neither incident did he attempt to produce any credentials, nor were any requested.”

A detective initially interviewed Browning over the phone, identifying himself as a firefighter with a large metro-area city fire department. Sansom says Browning then voluntarily came in for an in-person interview and again stated he was employed in the fire service.

“Upon further investigation, authorities determined the impersonating a public servant offense was valid, and a warrant was issued.”

Browning was booked into the Rockwall County Jail and was held on a $100,000 bond.
