Minnesota Attempts to Create ‘Trans Refuge’ For Kids, Trump Says ‘Child Sex Mutilation’ Must End
Minnesota lawmakers are reportedly considering a bill that would turn the state into a “trans refuge” by guaranteeing children a right to sex changes and hormone treatments. The bill would allow parents to circumvent their state’s laws by sending their child to Minnesota for the procedures. The legislation, known as HF-146, was introduced by the Democratic-Farmer-Labor party’s Leigh Finke.
“[HF-146] would make Minnesota into a trans refuge state by protecting trans people, their families, and medical practitioners from the legal repercussions of traveling to Minnesota to receive gender-affirming care,” Finke said, according to a Fox News report.

“This need is desperate in my community. This is not a hypothetical scenario,” Finke said of the bill. “There are gender-diverse people in Minnesota right now receiving gender-affirming care. More are fleeing their home states, asking where they should turn.”
Former president Donald Trump issued a statement on Tuesday as part of his 2024 campaign, vowing to pass a federal law banning “child sex mutilation.” He also said he would prohibit any federal agency from promoting the idea of gender transitioning.
“The left-wing gender insanity being pushed on our children is an act of child abuse, very simple,” Trump said in his statement. “On day one, I will revoke Joe Biden’s cruel policies on so-called gender-affirming care— A preposterous test that includes giving kids puberty blockers, mutating their physical appearance, and ultimately performing surgery on minor children.”
The former president continued, “Under my leadership, this madness will end.”
HF-146 would also block law enforcement from serving any orders to remove a child from parental custody for reasons relating to gender transitioning. Orders from outside states would also be unenforceable.
“No subpoena shall be issued… related to a violation of another state’s laws when the other state’s laws are designed to interfere with an individual’s right to receive gender-affirming health care,” the bill says.
“’Gender-affirming health care’ means medically necessary health care or mental health care that respects the gender identity of the patient… and that may include but is not limited to:
Interventions to suppress the development of endogenous secondary sex characteristics; interventions to align the patient’s appearance or physical body with the patient’s gender identity; and developmentally appropriate exploration and integration of the patient’s gender identity.”

Parents’ rights activists have condemned HF-146. Rebecca Delahunt, director of public policy for the Minnesota Family Council, told reporters that the bill
“takes away custody from parents or guardians who deny their children access to gender-affirming health care.”
The Minnesota House Judiciary Finance and Civil Law Committee offered amendments to the bill last week and said it plans to move forward with the legislation. It has yet to be made clear when it will be brought to the Minnesota House floor for debate.
The bill was drafted after numerous other states began passing laws protecting children from so-called “gender-affirming” procedures. On January 28, Utah officially banned hormone therapy and gender surgeries for minors, citing a lack of research into the effects of the “radical” procedures. In October, Florida banned trans surgeries and puberty blockers for kids under the age of 18.
